Raising utility rates crippling consumers
I hope that the Worcester Telegram & Gazette will publish more about the decoupling for the electric and natural gas rates that would have the Department of Public Utilities, under Gov. Deval L. Patrick’s plan, raise the rates as we consumers decrease our use.

After months of sometimes contentious public debate over the draft storm-water permit, the collegial, almost accommodating tone prevailing at the joint state-federal hearing in Worcester yesterday offers hope that the city can continue efforts to protect its streams, lakes and ponds without bankrupting the municipal treasury. Now as before, however, the devil is in the details.
