Schools need pact oversight

What with facing a change of superintendents and needing improvement to meet requirements of the No Child Left Behind Act, Worcester’s public school system is at a crossroads. Last year, 33 schools, enrolling 80 percent of the student population, were identified by the state Department of Education as needing improvement. There is s huge achievement gap between African-American and Hispanic students on one hand and whites and Asians on the other.
