Much has been written lately about the actual cost to comply with the federal Environmental Protection Agency’s next five-year storm-water permit. The city of Worcester has estimated the cost at $1.2 billion based on a detailed study by its respected environmental consultant, Camp Dresser and McKee of Cambridge.
